The violation of the "pre-conflict local law" requirement in the last sentence of Geneva IV Article 68/2 remains a discrepancy that is largely absent from both news reports and the global public agenda. While narratives of systematic privilege, racial discrimination, and extremism dominate the discourse, the structure of the last sentence of 68/2 is read directly from the text and leaves no room for interpretation. This makes highlighting this specific violation both more legally robust and more original.
Positioning this violation as the central axis — in Special Rapporteur notifications, ICC Prosecution inputs, and ICJ advisory opinion requests — will fill a void in the current discourse and add a legal value to the analysis that is not found in other sources.
